Burr was a graduate of Yale College in 1877. He was a civil engineer and during 1883 approved engineer of bridges in Philadelphia. He joined Berlin Iron & Bridge as assistant engineer and became Vice President and was still such in 1895. He lived at 1062 Worthington Ridge, Berlin.
